it looks as though she put her hair in rollers, kind of like how kourtney kardashian does her hair. i would suggest that you go to a hair stylist so it will look perfect but, it you want to do it yourself first get yourself a set of hot rollers, some hair clips and you will need a brush.
step 1. separate your top half of your hair with your clip, so your top half of hair is out of the way.
step 2. start to put your hair in the rollers, figure out how much hair comfortably fits on one roller, start at the bottom and tuck the hair under the roller and roll it up, then clip it together. then go all around the bottom half of your hair doing this.
step 3. take your hair out of the clips and roll the hair starting at your forehead, going back, they will be the opposite direction of the bottom.
step 4. leave them on for ten or fifteen minutes, or untill cool.
step 5. after you carefully take them out gently shake hair and spray with flexible hair spray.

i would suggest trying this many times and looking over a few tutorials on youtube. but it is do able
